Biography

Education

Anna Merkulova, aged 38, originates from the military engineers’ family. She completed external degree school program, entered Moscow State University of Civil Engineering (MGSU), where received her University Degree with honors.

Career Start

Anna Merkulova contributed her following 8 years of commitment, interest and expertise to a large-scale international holding company, that mainly dealt with engineering and design of unique transport interchange and engineering structures. Starting her career as an ordinary employee, Anna Merkulova within those eight years managed to become the Vice President of the company, eventually. With Anna Merkulova’s involvement, the holding company established in its structure a separate unit that specialized entirely in engineering complex transport junctions and vehicle overpasses.

New Frontier

In 2012 Anna Merkulova agreed to head over fifty-year-old State Unitary Enterprise `Mosproekt-3` that had been struggling through some economic hardships due to financial losses.

Leading `Mosproekt-3` as the General Director, Anna Dmitrievna within the organization and staff structure managed to establish a separate unit with the utter focus on engineering the roads, overpasses and transport interchanges. Being results-driven, Anna Merkulova implemented a highly effective decision made in the international holding company a few years previously that eventually led to success. A year later SUE `Mosproekt-3` was clearly able to get beyond the breakeven point and grow into a profitable enterprise.

Heading City Engineering Group of Companies

In 2014 three civil engineering institutes SUE `Mosproekt-3`, SUE `Mospromproekt` and SUE `MNIITEP` were transformed into joint-stock companies and united into the Group of Companies (GC) with JSC `Mosproekt-3` as the holding company and Anna Merkulova in charge.

The following year the assignment of specializations was accomplished within the Group of Companies. Thus, the specialists of JSC `Mospromproekt` focused on engineering and design of Underground railway systems facilities, whereas `MNIITEP` – on transport hubs.

One of the core objectives for Anna Merkulova, the chief of the Engineering Group of Companies, was to accelerate the urban planning programs by the effect of the advanced design and engineering solutions development, as well as the cost-saving policy. In 2016 the aim was achieved by means of the new standard of design and engineering of Moscow Metro stations (it reduced both the construction area and the construction cost) along with the extensive application of BIM-technologies.

BIM-engineering implies the work with the digital models of buildings and structures, registered in the digital city landscape. This approach tends to be labor-intensive at the preparatory stage, however, as soon as the databases are compiled, digital engineering is capable to realize adequately and entirely all the benefits, embedded in these technologies.

While designing and engineering a new building or transport interchange with specified features, the specialists receive an opportunity to examine the new object’s effect on the neighborhood, district or region. The quality of highly elaborated digital models enables to monitor not only their impact on urban environment, yet the change of their technical characteristics.

Since its establishment the new engineering center has become an up-to-date efficient structure that has engaged the technical elite of Moscow. Nowadays the Group of Companies has employed over 1500 highly qualified specialists who perform a wide range of tasks relating to engineering Underground railway systems objects, and ultimately to transport interchanges of highest complexity level (e.g. the five-level Businovskaya transport interchange on the Moscow Automobile Ring Road), residential property and social infrastructure facilities.

Anna Merkulova’s Key Achievements

Anna Merkulova’s achievements as the chief of City Engineering Group of Companies are highly regarded by both the colleagues and senior officials of Moscow Mayor’s Office. For instance, the Deputy Prime Minister of Russia, Marat Khusnullin, who used to serve as the Deputy Moscow Mayor, praised Anna Merkulova as one of the most talented executives, who work in the city-planning complex structure, with a particular emphasis on her remarkable achievements in the reduction of the production cost of the infrastructure facilities construction. This appraisal can be fair due to the following inspiring results of the new city engineering center over the latest eight years:

  • got beyond the breakeven point and reached the rate of profitability standards;
  • received over a thousand favorable reviews from the state expert assessment authorities;
  • designed and engineered new sections and stations of Zamoskvoretskaya, Sokolnicheskaya, Lyublinsko-Dmitrovskaya and other lines of Moscow Metro;
  • designed and engineered over two thousand transport infrastructure facilities;
  • designed and engineered over 4 million square meters of residential property, schools, kindergartens, hospitals, sport structures.

Personal Profile

Anna Merkulova is actively engaged in sports. In terms of sport, she prefers running half marathon, mountain and water skiing.

In 2018 on the basis of Skolkovo Business school Anna Merkulova established a training program for executives, who work in the infrastructure construction sphere, which was recognized by the Government of Russia.

In 2019 Anna Merkulova was awarded `BIM-leader of Russia` in infrastructure. A year later she arranged an international training program in the sphere of the underground construction, and tunnel-construction in particular.

In her Group of Companies Anna Merkulova implements corporate educational programs intensely: thus, in 2020 the engineers of `Mosproekt-3` started to explore the problems of karst deformations, one of the most common phenomenon in the country during the process of complex engineering structures construction.

Anna Merkulova is awarded the Medal of the Order for Services to the Fatherland, 2d class; the Medal for Services in Transport Construction; letters of Appreciation from the Mayor of Moscow, as well as certificates of Honor.
